Over the past few months, the Bayshore Elementary School District has been in the process of conducting an Executive Search for the District's next Superintendent. Leadership Associates, an executive search firm, was selected to advise the Board in this process.

Bayshore School District serves a diverse PK–8 student population in northern San Mateo County, grounded in its mission to engage, educate, and empower every student. The district’s vision—to grow engaged hearts, educated minds, and empowered visionaries—is closely aligned with Ms. Narula’s own leadership philosophy, which emphasizes inclusive access, collaborative problem-solving, and a whole-child approach. Across her career, she has designed systems-level improvements grounded in the belief that “All means Each”—every student, regardless of background or ability, deserves access to meaningful learning.
In Hillsborough, Ms. Narula launched a Universal Design for Learning (UDL) professional development series to build capacity and strengthen core instruction and expanded multi-tiered systems of support (MTSS). The district was selected by the California Department of Education for a Supporting Inclusive Practices Grant under her leadership.
Ms. Narula previously served as Principal of Blach Intermediate School in Los Altos School District, where she implemented co-teaching and MTSS models that led to a 20-point gain in student achievement and significantly reduced special education referrals. Her leadership included fostering a strong culture of inclusion, collaboration and empowering student voice. The school received the 2019 Caring Middle School Award and was recognized as an Exemplar School for Inclusion.
Earlier in her career, Ms. Narula served as a district coordinator for Literacy, English Learner Services, and Intervention in Milpitas Unified School District, where she implemented a SEAL (Sobrato Early Academic Language) model across elementary schools and led instructional coaching initiatives to improve data-informed instruction and language development for multilingual learners.
Ms. Narula has presented at state and national conferences on co-teaching, inclusive practices, and middle school transition, and is a graduate of multiple ACSA leadership academies, including Superintendent, Personnel Administrators, Equity, Curriculum & Instruction, and Special Education. She holds Graduate Degrees in Child Development and Education. She is a lifelong advocate of equity-driven, student-centered leadership.

Ms. Narula’s tenure with Bayshore ESD officially begins on July 1, 2025. Over the next several months, she will begin getting acquainted with the District and transitioning into the role. The District will share meet-and-greet opportunities for the Bayshore community before the start of the next school year.
